About this decision

Oxford’s waste transition affects municipalities at different times. The published plan introduced green bins in Woodstock and South-West Oxford in January 2026 and schedules the remaining six municipalities for May 2027. Blue-box recycling now belongs to the producer-responsibility system administered by Circular Materials, rather than being simply another County collection service. The 2025 audited accounts estimate roughly thirty years of remaining landfill life, subject to capacity and diversion assumptions. The accountability test is whether the new service achieves measurable diversion at a justified cost. A future rollout date and a modelled landfill life should not be presented as completed delivery or a fixed closing date.
